Hart’s Planning Department has
instructed an independent consultancy group (DLP Planning) to make a
recommendation on its behalf to Hart Council regarding the Mega Depot
proposal. We recently met with Hart Planning and DLP to ensure our
substantiated concerns about the understated impacts of the Pru’s
proposal were understood and clarified that there is no date yet for
when the proposal will be considered by the Council.
The Planning Department recently requested the Pru to undertake several
proper assessments, which supports some of our concerns:

Requesting a realistic assessment
of the Pru’s legal fallback position, this is the Pru’s ability to
re-use the existing mainly low density research and development
buildings
without any modification or repair. The assessment will
significantly weaken the Pru’s mega depot traffic generation case
based on existing lawful use.

Challenging the Pru’s position of
avoiding utilising a method for rating industrial noise and its
affect on residential areas (BS4142:1997). Hart has based
their request for an appropriate noise assessment on a Planning
Inspector’s decision regarding the method being very relevant for a
similar proposal. We have continually highlighted this
assessment omission by the Pru as a serious issue, due to the 24 x 7
noise impact on many residents in the Fleet and Farnborough area.

Requesting an appropriate
assessment on the impact on the adjacent Special Protection Area
(SPA), quoting a European Court judgement based on the potential of
adverse effects ‘...the competent authority will have to refuse
authorisation’. We strongly believe there would be an adverse
impact on the integrity of the SPA and other local protected areas,
including the Fleet Pond Nature Reserve.
